Grand County Commission approves range of routine and capital actions; roundup of votes

- Consent agenda (minutes, claims and payroll totaling $2,266,098.25, event permits, grant applications and fair contracts): approved unanimously.
- Four Corners Community Behavioral Health FY2027 area plan: approved and commissioners authorized signatures. The plan covers Carbon, Emery and Grand counties and will be the three-year area plan with annual updates; vote recorded as carried with five present.
- Emergency purchase of a riding mower for facilities maintenance (Mustang Z46, $3,899.98): approved by roll call (five yes, two absent).
- Mick (Moffat Recreation Center) bathroom remodel: approved up to $202,000 from the capital projects fund to complete ADA-compliant reconstruction and temporary portable toilets during construction; roll-call approval (five yes, two absent).
- Vista Antigua amended final plat (lots 32–34 combined into lot 33A): approved subject to county engineer signature and owner's notarized acknowledgement; vote carried 5–0.
- Resolution urging respect for fireworks laws and neighbor rights during July 4 celebrations: approved after a fire-department briefing on elevated fire danger during the holiday period.
- Resolution adopting a county letters-of-support policy: approved; the new policy will standardize requests and be circulated to partners and nonprofits.
- Allocation of One Utah opioid-settlement funds: commissioners approved continuing support for local recipients (allocation motion recorded as U-Turn/USARA 60%, Wellness Collective 20%, White Hawk Regional Recovery Center 20%) and asked the county attorney to finalize agreements.
- 2026 certified tax rates (PT-693) for county operations and library: approved; staff noted Grand County’s general-operation tax rate has decreased for six consecutive years though assessed values have risen.
- Special Events Marketing Grant Round 2 awards (Moab Office of Tourism): approved awards totaling $89,451 for events taking place July 2026–June 2027.
- Sheriff’s Office backfill requests: approved backfill for a patrol deputy and an associated dispatcher position (if internal promotion occurs); motion carried with one abstention.
Votes requiring follow-up
Several items were approved subject to ministerial follow-up: the Vista Antigua plat requires the county engineer’s signature and a notarized owner acknowledgment; opioid-settlement disbursements will be finalized via funding agreements reviewed by the county attorney; staff will seek legal guidance about roll-call requirements for expenditures discussed earlier.
