Commission approves STAR grant amendment tying milestones to Thompson Café reopening

The Grand County Commission approved a First Amendment to a $100,000 Sustainable and Resilient (STAR) Business Grant for ABC Thompson, LLC on June 2, adding specific milestones and a revised timetable intended to address prolonged project inactivity.
Cristin Hofhine of the County Attorney’s Office summarized the amendment: site plan submission by July 15, site plan approval by August 25, business licenses by Dec. 1 and opening for business by Dec. 31. If the recipient fails to meet the milestones the amendment would put the contract into default and require full repayment of the grant funds.
The motion to approve the amendment was made by Commissioner Mike McCurdy and seconded by Commissioner Jacques Hadler; the vote was 6–0 with Commissioner Trish Hedin absent. County materials state the original STAR grant was established in June 2023 and funds were intended to support redevelopment and reopening of the Thompson Café in Thompson Springs.
Next steps: The amendment takes effect subject to the formal amendment paperwork and oversight; county staff will monitor milestone compliance and may require repayment if milestones are missed.
