Grand County approves $54,000 airport pavement reallocation, ratifies asphalt change order

The Grand County Commission voted 4–3 on June 2 to redirect $54,000 saved in Taxilane F to repair pavement in front of county-owned hangars at the Moab Airport, and later unanimously ratified a related change order for additional asphalt.
Airport Director Steven Gleason told the commission that pavement testing in front of the existing county-owned hangars did not meet Federal Aviation Administration standards and that the repair is not eligible for FAA funding. He said repayment of the broader taxiway work is expected to be repaid through development of new hangars and that the full payback of a roughly $700,000 “loan” is currently estimated at about 10 years.
Why it matters: Commissioners debating the move split on whether minor reallocation of airport funds was appropriate without prior placement on the county’s Capital Projects List. Vice-Chair Bill Winfield argued the airport is an economic driver that needs maintenance to support the local economy; Commissioner Trish Hedin and two colleagues said the county should treat capital expenditures more holistically and prioritize other countywide needs.
The commission also discussed ensuring the repayment arrangement between the airport and the county is memorialized. Commissioner Hedin asked whether there would be a contract or memorandum of understanding to formalize the repayment terms; county administration and the county attorney agreed to draft an agreement.
After that vote, the commission considered and approved the ratification of Change Order #2 CNY, accepting a fiscal impact of $1,050 to be covered from the Airport department budget. Commissioner Mike McCurdy moved the ratification; the motion passed 7–0.
The actions: The reallocation motion (use of $54,000 during apron reconstruction) passed 4–3, with Commissioners Hedin, Mary McGann and Jacques Hadler opposing. The separate ratification of Change Order #2 CNY passed unanimously.
Next steps: County administration and the county attorney agreed to prepare written terms to memorialize repayment. The apron reconstruction project was scheduled to commence June 8.
