Wymore City Council approves CDBG budget amendment, awards cemetery mowing and OKs new Keno operator

The Wymore City Council on April 1 approved a budget-structure amendment to Community Development Block Grant Street Project #23PWI012, awarded a cemetery mowing contract, and approved a new contract to administer the city's Keno program, while tabling several items for further review.
Mayor Collin Meints called the meeting to order at 7:01 p.m.; Council Persons Max Allen, Curt Oblinger and Neil Van Boening were present (Council Person Sue Sapp was absent). The council unanimously approved minutes and routine claims and payroll, then handled two specific checks (31011 and 31018) in separate motions; the minutes record abstentions on each specific check and note the mayor's vote where recorded.
The council approved Amendment 2 to CDBG Street Project #23PWI012, described by the city as a restructuring of the project budget that does not change the project's total cost. "The amendment is in the structuring of the budget and does not change the total cost of the project," the council recorded before voting to authorize Mayor Meints to sign the request; the motion carried 3-0.
The council considered three sealed bids for cemetery mowing: AE's Lawn Care and Snow Removal ($950 per mowing or $1,255 per mowing with weed eating), Lundstedt Outdoor Solutions ($600 per mowing with weed eating), and Henshaw Land Service ($36 per hour using the client's equipment). Cemetery Board members Lawrence Mallam, Joellyn Wittmus and Pam Gerdes told the council they preferred a local contractor. The council approved the Lundstedt Outdoor Solutions bid for $600 per service (motion by Max Allen, second Curt Oblinger; carried 3-0).
City Attorney Andy Carothers presented an updated contract with C Blake LLC to administer the city's Keno program, saying the previous contract was outdated and required language changes. The council approved the contract and authorized Mayor Meints to sign (motion by Max Allen, second Curt Oblinger; carried 3-0).
Several items were tabled for the next meeting to allow additional review or attendance by an absent council member. The council tabled the LIGHT health insurance renewal after City Clerk Janet Riensche presented renewal forms so members could review the materials with Council Person Sue Sapp present. Council also tabled an agenda item on city-wide cleanup and the process for handling abandoned vehicles; City Attorney Carothers explained the legal steps for obtaining an abandoned-vehicle title when property owners lack paperwork. A separate agenda item to consider education approval for Wymore EMS was also tabled.
Other business included routine code-enforcement updates and property-maintenance discussion for the former Gambles building site. Utility Superintendent Tim Sedlacek said the consensus was to keep weeds trimmed but not invest in planting grass. Paul Borzekofsky suggested exploring a Vacant Property Registration program; Attorney Carothers will consult Beatrice City Administrator Tobias Tempelmeyer and report back at the next meeting.
