Police advisory committee appoints Neil Van Boening chair and names Lisa Munstermann vice chair; two members depart

The Police Department Advisory Committee on Feb. 12, 2025, appointed Neil Van Boening as chairman and Lisa Munstermann as vice chairperson during an open meeting in Council Chambers.
A motion by Kelly Garcia, seconded by Jeff VanWinkle, to name Neil Van Boening chairman carried 5-0. Later, Jacque Borzekofski moved and Jeff VanWinkle seconded a motion to appoint Lisa Munstermann as vice chairperson; that motion also carried 5-0.
Committee membership changes were also recorded. The committee received a resignation letter from Bryan Davidson, and Tony Shepardson communicated that he no longer wishes to serve on the committee, creating two vacancies the group will need to fill.
Present at the meeting were committee members Lisa Munstermann (vice chairperson, as appointed), Neil Van Boening (chairman, as appointed), Jacque Borzekofski, Krystal Rutti, Kelly Garcia and Jeff VanWinkle. Mark Meints and Collin Meints attended as members of the public; Attorney Andy Carothers was also in attendance.
The appointments were procedural votes recorded in the minutes; no substantive policy decisions accompanied them. The committee set a follow-up meeting for March 10, 2025, when the agenda will include vision and budget items related to department staffing.
