York Board approves 6% tax-request increase, recognizes YEA as bargaining agent; approves bills with one abstention

The York Public Schools Board of Education on Sept. 9, 2024 approved a resolution to increase the district’s 2024-25 tax request by an additional six percent above the state’s base growth percentage and voted to recognize the York Education Association (YEA) as the exclusive bargaining agent for certificated teaching staff for the 2026-27 contract year. The board also approved routine bills, including payment to Kopcho Sanitation, on which a board member abstained.

The board convened at 7:00 p.m. at the superintendent’s office. Alison North moved and Amie Kopcho seconded a motion to approve the Aug. 26, 2024 minutes; members present voted to adopt the minutes. The board then approved payment of the regular bills after a motion by Amie Kopcho, seconded by Alex Hildebrand.

Separately, the board voted to approve the Kopcho Sanitation bill. Board member Amie Kopcho abstained from that vote, citing a family connection; the remaining members recorded votes in favor.

On labor matters, the board approved a motion recognizing YEA as the exclusive bargaining agent for certificated teaching staff for the 2026-27 contract year. The motion was moved by Amie Kopcho and seconded by Alison North; the roll-call vote recorded the members present as voting in favor.

The board also considered a fiscal motion to increase the 2024-25 tax request by an additional six percent above the base growth percentage. That resolution, moved by Amie Kopcho and seconded by Brien Alley, passed on a roll-call vote with the members present recorded as supporting the increase.

The agenda listed a 2024-25 budget update and a postponed YES Special Education update; no further details were presented in the minutes. The meeting concluded with general announcements and adjournment at 7:35 p.m.
