Alvo trustees appoint clerk, adopt utility-lien resolutions and approve water-operator proposal

The Village of Alvo Board of Trustees appointed Katherine Childers as the village clerk and treasurer and took multiple administrative and operational actions at its Feb. 10 meeting.
Chairperson Chris Juilfs called the meeting to order at 7:03 p.m. and the board unanimously approved the meeting agenda and the Dec. 2, 2025 minutes. The board accepted the resignation of former Vice Chairperson Hunter Long, effective Feb. 7, 2026.
Trustees voted to appoint Katherine Childers as clerk/treasurer. The oath of office for Childers was administered and signed at the meeting. The board also accepted the resignation of Cathina Schueth effective Jan. 5, 2026.
Alan Grell, representing Green Light Construction and Services, provided an oral overview of his firm’s proposal and costs to serve as the village’s water operator. After discussion, the trustees voted to accept the Green Light proposal.
Trustee Dave Morgan nominated Trustee Larry Langer to serve as vice chairperson following Long’s resignation; the nomination carried on a 2-0 vote with Langer recorded as abstaining.
The board voted to add all trustees and the clerk/treasurer to the village bank signature card (allowing authority to view financial statements) and separately granted check-signing authority to the trustees and the clerk/treasurer; motions recorded routine abstentions when a member’s own authority was approved. Trustees also asked Childers to research two to three alternative bank providers for the village.
Trustees approved a motion authorizing the Village of Alvo Volunteer Fire Department to operate outside village limits.
The board approved building permits for Rodger Paul at 145 Washington and for Blaine Drueke at 24296 Havelock Ave by unanimous votes.
The trustees read in full and approved Resolution No. 2026-001 and Resolution No. 2026-002, each described as "a resolution of the Village of Alvo, Nebraska, levying a special assessment for unpaid utility (water/sewer) bills pursuant to Neb. Rev. Stat. 17-563." The board waived the three-reading procedural requirement for both resolutions and approved them unanimously.
A request by Kristyn Sullivan to allow alcohol at Alvo Days 2026 was tabled to the March 3 meeting; volunteer Allie Beach offered to obtain required licensing or permits. A paired agenda item from Nebraska Digging to rock Harison Street and Railway Avenue was discussed; the company indicated it would spread material at no cost if the village supplies the material. Trustees tabled that item pending cost estimates to be gathered by the chairperson and included in the One & Six Roads plan if approved.
In reports, the water report noted coliform and E. coli were absent; the fire department said it recently lost a volunteer and is seeking more members. The treasurer presented payroll and vendor claims totaling $15,472.31, which the board approved for payment.
The meeting adjourned at 8:17 p.m. The minutes were prepared by Clerk/Treasurer Katherine Childers with trainer Cathina Schueth and certified as true and correct by the board; a complete set will be available at the Village office and on alvo.gov after approval.
