The Village of Valparaiso Board of Trustees on July 9 approved a suite of routine infrastructure and permitting actions, including accepting a paving contractor bid, approving a drilling test hole, authorizing multiple building permits and granting a variance conditioned on a property survey. Trustees also voted to send a support letter for a USDOT ATIIP grant application.
The meeting, held at the Valparaiso Senior/Community Center and called to order by Chairperson Dan Homes at 7:00 PM, opened with routine approvals. Trustees unanimously approved the June 11 minutes and the monthly claims and financial report, the latter with one correction to a General Account expense; the financial claims included a payroll run of $15,020.81 and a $5,575.75 engineering invoice to Miller & Associates.
Under new business, trustee Turnwall moved to accept the Pavers paving bid; Trustee Brightenburg seconded and the motion carried unanimously. The board also approved a Sargent Drilling bid for a test hole (moved by Turnwall; seconded by Homes) by unanimous vote. Village employees Greg Bouc and Nick Sanders reported that updated signage has been ordered and will be installed when received.
The board addressed a variance request introduced during public forum by a party identified in the minutes as "Brenners." Chairperson Dan Homes moved to approve the Brenner variance on the condition that the property be surveyed before any moving or construction; Trustee Pierce seconded. The motion passed 4–1, with Trustees Brightenburg, Homes, Pierce and Turnwall voting in favor and Trustee Nikki Draper voting no. The minutes note a separate variance for Mumm was tabled until the next meeting.
Trustee Turnwall moved and Trustee Brightenburg seconded approval of building permits for six applicants (Teeters, Schmid, Fisser, Wolfe, Poe and Schroeder); the vote matched the Brenner variance tally (Brightenburg, Homes, Pierce and Turnwall Yes; Draper No) and the motion carried.
Trustees also discussed an automatic water-billing procedure brought up by Trustee Brightenburg; the board reviewed the procedure and took no action at this meeting. Chairperson Homes moved to support a USDOT ATIIP grant application by providing a support letter; Trustee Draper seconded and the board voted unanimously to send the letter.
The meeting concluded with a motion by Trustee Brightenburg, seconded by Trustee Draper, to adjourn at 8:11 PM.
Why it matters: The paving contract and drilling test hole advance planned infrastructure work; the variance approval (conditioned on a survey) and multiple permit approvals affect specific property owners and development in town. The USDOT ATIIP support letter positions the village to seek federal assistance for transportation-related projects if the grant proceeds to application and selection.
