Nehawka trustees adopt 2024 annual appropriation, set property-tax request; approve $7,500 for water piping

The Village of Nehawka Board of Trustees on Sept. 11 adopted Ordinance 2024-4, the village’s annual appropriation (the budget statement), and passed Resolution 2024-1 setting the village’s property tax request. Trustee Ian Begemann moved to waive further readings and adopt the ordinance; Trustee Chad Krueger seconded the motion, which carried. Begemann also moved adoption of the resolution; Trustee Matt Anson seconded and the motion carried.
The budget and tax-request votes came near the start of the meeting after Chairman Tim Dineen called the session to order and the board approved routine items, including the August 20 regular minutes, the treasurer’s report and the claims as presented. Pat Neu read the ordinance and the resolution for the board before the votes.
In related fiscal decisions, the board approved using COVID relief funds to replace water-tower piping at an estimated cost of $7,500 after Ryan Adams informed trustees the piping needs to be replaced and brought up to code. Trustee Ian Begemann moved to proceed with the work; Trustee Matt Anson seconded and the motion carried.
Trustees also approved a motion to open a new village account to receive Keno/gaming proceeds reported to be coming from Nomad’s Bar. Begemann proposed the account (suggested name: Cash Machine account) and Chairman Tim Dineen seconded; the vote carried.
On a facilities item, the board approved up to $300 to alter the park building to create a morning bus waiting area for schoolchildren and storage for the village’s Christmas decorations. Neu described two offers to donate materials for the work; Begemann moved and Neu seconded the $300 authorization, and trustees approved it.
Several items were deferred or received no action: a quote to replace an auto-eject for the rescue squad was tabled pending additional information; guardrail quotes were tabled awaiting bids; a proposed redraft of Ordinance 2024-1 to amend permit language received no motion and was not acted upon. In code-enforcement follow-up, trustees noted an electric-fence complaint from August was resolved when the fence and horses were removed.
The meeting record includes a line-item claims list across accounts. Totals reported in the minutes: General $8,799.74; Library $31.58; Sewer $745.49; Water $2,494.00; Ambulance $158.63; and total claims of $12,229.44. Notable line items include a $2,464.00 charge from Cass County Rural Water Dist. No. 1 and legal fees of $340.00.
Public comment included a brief statement from Teara Adams, who thanked the community for work on town improvements and help with the encampment. The board adjourned at 7:38 p.m.
Next steps recorded in the minutes: staff will contact Midlands to obtain a duplicate copy of flash drives that documented the village sewer inspections; no further deadlines or implementation dates were listed in the minutes.
