Morrisville approves interlocal agreements to support new Wake County school facilities and town-requested amenities

Morrisville — The Town Council on May 26 approved three separate interlocal actions to amend earlier agreements and fund town-requested improvements tied to the Wake County school project in Morrisville.
Planning Director Michelle Steel summarized the requested changes: references to a previously proposed "high school" were generalized to "public school" after site swaps, the Cedar Fork joint-use agreement was amended to reflect a revised field plan, and the town entered a new funding interlocal agreement for additional amenities the town requested at Cedar Fork Elementary School.
Steel said the school‑system estimates put the town’s requested improvements at $916,265, which covers lighting for tennis courts and both multi‑purpose fields, pickleball striping on three courts, a tennis back wall, the town’s portion of a storage building, conduit for future IT, and lockable restroom access. With design fees and a 15% contingency the agreement includes a not-to-exceed figure of roughly $1.64 million; the town’s CIP currently shows $1.5 million budgeted for the work.
"These agreements help support and facilitate the larger effort to bring a public high school and middle school to Morrisville and provide recreational amenities to the town at a lower cost than separately developing property," Steel said.
Cindy King, the town’s parks and recreation director, confirmed the anticipated schedule for town access: during weekdays some courts and fields will be available starting early evening and the town will generally have full use during summer months until high-school athletics begin. Buses serving practices will use the new parking area or the existing drive, depending on vehicle size.
Council members voted on three separate resolutions to (A) adopt the first amendment to the interlocal agreement, (B) adopt the second amendment to the Cedar Fork joint-use agreement, and (C) approve the funding interlocal agreement for town-requested amenities; each resolution passed unanimously.
Next steps: staff will finalize bids and contract paperwork; if construction bids come in under estimate the town will pay actual costs and remain responsible up to the not-to-exceed amount included in the interlocal agreement.
