Brewer approves $16,220 change order to complete pump station alarm SCADA upgrade

Under suspension of the rules the Brewer City Council unanimously approved a $16,220 change order with Seeley Electric on May 12 to purchase and install supplemental alarms and alarm software needed to complete a SCADA upgrade for the Water Pollution Control Facility's pump stations.
City documents state that parts of the new system were installed but testing revealed the legacy system would not interoperate with the newer digital radios and alarms, requiring supplemental components and programming. The change order is to be charged to the WPCF SCADA Telemetry capital account and is expected to be covered by remaining United States Department of Agriculture grant funds associated with the broader SCADA project.
Councilor Soubanh Phanthay moved the order under suspension of the rules and the Council voted unanimously to approve the change order. The work is intended to ensure reliable alarms and appropriate attenuation of security risk for the City’s fourteen pump stations that feed the WPCF operations.
Next steps: the City Manager is authorized to sign the change order and Seeley Electric will schedule installation and testing.
