Brewer awards Pier Park trails design contract, uses Maine Trails grant funding

The Council’s order (2026-A091) follows the City’s February 20, 2026 request for proposals and an evaluation of candidates on project understanding, experience, schedule and fee; the staff report listed competing proposals and identified Acorn Engineering as the lowest-priced qualified bidder. The Council made the contract contingent on the City’s receipt of a fully executed Project Agreement with the Maine Department of Agriculture, Conservation and Forestry.
The order authorizes the Brewer City Manager to execute a professional services agreement and charges the appropriation to the Maine Trails Program Pier Park Grant expense account. The Pier Park project will support planning, permitting and design of a multi-use trail system and related waterfront improvements along the Penobscot River.
Councilors approved the order on the consent calendar by unanimous vote at the May 12 meeting.
Next steps: execution of the Project Agreement with the State will permit the City Manager to finalize the contract and begin design work funded by the grant.
