Camp Verde’s Mayor and Council voted 5‑0 on May 27 to adopt the town’s 2026–27 consolidated fee schedule but removed a proposed fingerprinting fee following staff review.
Town Manager Miranda Fisher told the Council the fee schedule was “substantially the same” as the previously reviewed draft, with one modification: staff determined there are circumstances under which a fingerprinting fee cannot legally be assessed, and recommended removing the charge. Marshal Daniel Jacobs answered Council questions about fingerprinting procedures and legal limits on charging residents.
During the public hearing, resident Cheri Wischmeyer voiced concern about a proposed increase in the Board of Adjustment and Appeals appeal charge. Fisher said the appeal fee was raised to reflect staff time required to process appeals and that the Town could draft a policy to allow fee discounts or deferred payments; Vice Mayor Wendy Escoffier confirmed the fee is refunded if an appeal is upheld.
Councilor Jessie Murdock moved to adopt Resolution 2026-1217 with the fingerprinting fee removed; Vice Mayor Escoffier seconded. A roll-call vote recorded five ayes, with Councilors Robin Godwin and Patricia Seybold absent, and the motion carried 5‑0.
The Council asked staff to review appeal-fee practices in other jurisdictions and report back with options; staff agreed to return with recommendations at a future meeting.
