The Newbury Open Space Committee opened its June 17 meeting by approving the June 2 minutes and moved into a review of edits to the town’s draft open-space action plan.
Satie, who led the review, described recent edits and work to populate a funding column. She said the state’s one-stop grant portal (Eco OneTop) lets communities submit a project idea with a letter of interest and receive guidance about which state grant program is the best fit. "You just put your project idea in with a letter of interest and then they give you comments back," Satie said.
Committee members emphasized that many action items in the plan are driven by staff and volunteer time rather than direct capital costs. Satie and Kristen said they have begun listing potential funding sources and flagged the value of regional planning technical assistance for mapping, zoning reviews and counts.
Members discussed treating volunteer hours as an in-kind funding source and planned to ask the regional planning commission whether additional technical-assistance hours or a small contract would be available before the fiscal year ends. The committee agreed to continue refining the funding column and coordinating with regional partners.
The meeting closed without further formal action on funding; members said they would finish incorporating review comments and return to outstanding items at a future meeting.
