Glassport Borough Council adopted two ordinances, approved a labor memorandum of understanding and extended the police chief’s contract during its Jan. 21 regular meeting.
Council adopted Ordinance 1233, the 2025 salary ordinance, and Ordinance 1234, which amends Ordinance 920 on membership and the creation of the Shade Tree Commission. Both ordinances were moved by Councilwoman Meghan DeVerse and carried unanimously by the five members present (Yes 5, No 0, Absent 2). Solicitor Falco Muscante presented the solicitor’s report ahead of the salary ordinance vote.
Council approved Resolution 1 (1/21/25) establishing terms and conditions of employment for the borough secretary after a motion by DeVerse and second by Councilman Angelo Norelli; the vote was recorded as Yes 5, No 0, Absent 2.
On labor and personnel matters, Council approved a Memorandum of Understanding with Teamsters Local No. 205 covering adjustments for 12-hour shifts, subject to final solicitor review and authorization for borough officials to sign (motion by Paul Trunzo, second by DeVerse; Yes 5, No 0, Absent 2). The assembly also approved a contract extension for the Chief of Police under the terms contained in the agreement. That motion (moved by Mark Stecak, seconded by DeVerse) passed with a roll-call tally showing one abstention: DeVerse abstained; Norelli, Stecak, Trunzo and Colecchi voted yes (Yes 4, Abstain 1, Absent 2). The motion authorized the proper borough officials to sign the agreement.
Council approved entering an agreement with Iworq Systems Inc. for a web-based municipal management software, pending solicitor review (motion by Stecak, second Trunzo; Yes 5, No 0, Absent 2). The meeting also recorded smaller approved donations: $100 to South Allegheny Youth Baseball and $100 to Glassport American Legion Post 443’s Polar Plunge to benefit service dogs for veterans (both carried Yes 5, No 0, Absent 2).
Financial approvals included acceptance of the Treasurer’s monthly financial reports and authorization to pay General Fund bills for December totaling $1,370,862.06 and Sewer Revenue Fund bills totaling $82,555.23. Those payments were approved by motions that carried with the standard tally of five affirmative votes and two absences.
Why it matters: the approved ordinances set the borough’s 2025 pay framework and change the Shade Tree Commission’s structure; the MOU and contract actions affect borough staffing and labor arrangements; the payments finalize December spending, including a high-value general fund outlay. Council recorded an abstention on the police chief contract extension, which is noted in the roll call and could reflect a member’s conflict or reservation.
