Van Buren County board approves staff policies, appointments and administrative notices

At its Jan. 13 meeting the Van Buren County Board of Supervisors handled multiple administrative matters: it approved a wellness-policy change, appointed a weed commissioner, authorized a farm-lease sealed-bid notice, directed action on a landfill environmental covenant, and set a public hearing on a proposed FY2025 budget amendment.
On a motion by Supervisor House, seconded by Supervisor Waugh, the board approved a Wellness Committee policy making the county's earned premium discount available only to employees who complete both an annual physical and the online assessment in the ISAC portal; the incentive will apply to FY2027 premiums. The motion passed unanimously.
The board reviewed the 2024 Weed Commissioner's Report and authorized the chairman to sign it. On motion by House, seconded by Waugh, the board appointed Jason Copeland as Van Buren County weed commissioner for 2025.
The board instructed the county auditor to publish notice seeking sealed bids to lease the Van Buren County Farm for the 2025–2027 crop seasons; bids are due Feb. 6, 2025, at 4:30 PM and will be opened Feb. 10 during a board meeting. The board also directed County Engineer Ryne Thornburg to prepare a request to terminate the existing Environmental Covenant for the landfill (Document #2021-60) and to draft an updated covenant for the actual landfill parcel; the matter was tabled to the Jan. 27 meeting.
Separately, County Sheriff Brad Hudson reviewed the 2018 28E law-enforcement service agreements and said he intends to begin updating them in 2025; Supervisor Waugh agreed to represent the board in reviews with the cities. Auditor Lisa Plecker and Assessor Dixie Saunders briefed the board on Division VII of House File 718 changes to Iowa Code Chapter 404 affecting eligibility and assessment agreements for certain property tax exemptions; the board tabled action to review the County Revitalization Plan on Jan. 20. The board approved payroll and claims and adjourned at 11:42 AM.
