River Ridge CDD appoints Keith Merrill to vacant seat and elects officers

Mrs. Cleo Adams, serving as notary and district manager, administered the oath after the board voted to appoint Merrill. Chair Bob Schultz nominated Merrill; the motion was seconded by Robert Twombly and carried "with all in favor," the meeting minutes state.
The board then adopted Resolution 2025‑01 to elect officers and update the roster of district officials. Kurt Blumenthal nominated the slate that the board approved: Bob Schultz as chair and Terry Mountford as vice chair, with Blumenthal, Robert Twombly and newly appointed Keith Merrill named as assistant secretaries. The resolution also removed James Gilman from officer status. Existing staff appointments — including Chesley "Chuck" Adams as secretary and Craig Wrathell in assistant and treasurer roles — were left unchanged.
District Counsel Tony Pires and Mrs. Adams reviewed required ethics training, the Sunshine Law and public records obligations following the oath. Mrs. Adams distributed guidance on Form 1 (financial disclosure) and Form 8B (memorandum of voting conflict) and reviewed disclosure and electronic‑communications rules for supervisors.
The meeting record shows the board approved the appointment and resolution by unanimous voice votes. The board also approved a procedural amendment to the Aug. 27 minutes and rescheduled its November meeting to Nov. 19, 2024.
The appointment fills a term that runs through November 2026. The board did not discuss contested alternatives after nominating Merrill, and Mr. Schultz thanked candidate Kevin Ofenloch for his willingness to serve.
What happens next: Merrill will complete required ethics and disclosure filings and begin serving as an assistant secretary. The district manager and counsel will oversee onboarding and compliance with state requirements for public officers.
