Reidsville council approves zoning change, mutual aid agreement and benefit policy updates; votes at a glance

At its Oct. 8 meeting the Reidsville City Council approved several formal actions spanning zoning, emergency response, personnel policy and park capital funding.
Key votes (all approved): - Zoning text amendment T2024-02: Planning staff proposed edits to Note 33 (crematories) in Article 5, Section 2 of the zoning ordinance to allow accessory crematories (including in detached accessory buildings under certain conditions), require compliance with the North Carolina Crematory Act, and remove redundant state-approval language. The public hearing drew no speakers for or against and council approved the amendment unanimously.
- Budget Ordinance Amendment No. 3 and Special Revenue (ARPA) Amendment: Council approved a roughly $131,000 appropriation and related ARPA special revenue amendment to fund the Lake Reedville campground improvements (selective tree removal, stump grinding, site leveling, two ADA pads, and paving). Staff estimated paving/materials at about $82,000.
- Retiree health insurance policy revision: Human Resources Director Leanne Basing presented clarifying language that an employee must have actually worked 120 months (10 years) for the City of Reidsville to qualify for the 50% retiree health insurance benefit; sick leave converted to service credit will not be counted toward that 10-year city-service requirement. Two council members stepped aside from the vote for pecuniary-interest reasons; the revision passed.
- Statewide Mutual Aid agreement (North Carolina Emergency Management): The council authorized the city to enter the statewide mutual aid agreement to facilitate sending and receiving personnel and equipment in disasters and to streamline reimbursement. Staff noted the agreement covers personnel, equipment, overtime and related reimbursements and that FEMA protocols can cover critical-incident mental-health responses when applicable.
- Consent agenda: Council approved the consent agenda after a correction to an item terminating an economic incentive and loan agreement with Lucky City Brewing Company.
No members of the public spoke during the public-comment period. Staff will implement the approved actions and return to council as required by standard procurement and reporting processes.
