Nutley commissioners approve multiple ordinances, bond measures and grant applications; authorize fiber rights-of-way consent

The Nutley Board of Commissioners on June 16 approved several ordinances and resolutions covering redevelopment, capital bonding, street improvements and municipal utility projects.
The board introduced an ordinance to create an overlay zone for the Roche Townhome Redevelopment Plan (Block 102, Lot 9) to permit townhomes and set its second reading and final consideration for July 7, 2026. The board also introduced Ordinance 36-18 to appropriate $150,000 from the capital improvement fund for information-technology infrastructure in municipal buildings; that ordinance was scheduled for second reading on July 7.
On second reading and public hearing the board adopted Ordinance 3614 to amend parking restrictions on Grand Avenue between River Road and Washington Avenue to address congestion during athletic events. The board adopted bond Ordinance 3615, authorizing $1,050,000 for water and sewer system improvements, and Ordinance 3616, a $2.1 million bond package for municipal building, grounds, roadway work and a planned fire truck replacement. Mayor Kelly noted the township’s strong bond rating (AA1) during the discussion.
On resolutions, the board approved a change order to a contract with Rock Industries (an increase of $2,145 to a revised not-to-exceed $6,645) related to tax-lien services and reviewed a recent online tax sale involving roughly 99 properties, 71 of which were water and sewer liens; the mayor said lien premiums from that sale exceeded $1 million but are returned when liens are redeemed.
Commissioner Scarpelli introduced Resolution 156-26 to submit a grant application to the New Jersey Department of Transportation for the Bloomfield Avenue improvement project (Chestnut Street to Center Street) for FY2027; the board approved the application. The board also approved a non-exclusive municipal consent and rights-of-way use agreement for Pilot Fiber NJ LLC (BPU Docket TE2530109) to install fiber facilities within Nutley’s public rights-of-way and adopted a technical correction to the headquarters address for 11:11 Systems in Resolution 147-26.
The board approved routine business items including a raffle license for Holy Family Church (Sept. 27, 2026) and annual liquor license renewals. No members of the public spoke on the ordinances or bond measures during the public hearings. The meeting adjourned at 7:45 p.m.; commissioners scheduled the next meeting for July 7, 2026 at 7:00 p.m.
