ECISD board approves contractor swaps, GMPs and a permanent easement for new Ag Farm

District staff recommended reassigning the New Tech Odessa job order from W.R. Construction to Midtex of Midland and Tiner Construction due to workload and scheduling conflicts. Trustees approved the contractor change to expedite summer work and maintain schedule. The board also approved a similar reassignment on a separate middle-school package to LMC Corporation.
For the district’s transportation facility, staff presented AIA contract documents and a first-phase guaranteed maximum price that covers demolition and contingency. "This guaranteed maximum price of 1,380,000 is gonna cover the demolition," the presenter said, explaining contingency for unforeseen items discovered during demolition. Trustees voted to approve the demolition GMP so the district can move into the next construction phase.
The board also approved an initial AIA contract and GMP to begin roofing work as package 2 for five schools. Staff said the recommended construction-manager-at-risk (CMR), Fordgate Enterprises, would oversee five roofs (Crockett, Hector Knoll School, Cabins, San Jacinto and Lowell) under a GMP of a little under $15,600,000 and a CMR fee of 1.25%, with work expected to run roughly two years through May 30, 2028.
Separately, trustees authorized a permanent easement to Encore Electric to relocate two poles and install a third to provide permanent power to the new Ag Farm. The easement described in the staff presentation is 250 feet long by 25 feet wide and was described as indefinite until the lines are abandoned and returned to the district.
All actions were presented with staff explanations of schedule impacts, budget constraints and contractor capacity; trustees asked scheduling and disruption questions and then approved the recommendations by motion and voice/hand vote.
