Galesburg council signs exploratory MOU with short‑line railroad to vet industrial development

The Galesburg City Council unanimously approved a memorandum of understanding June 15 that will allow Burlington Junction Railway to assess the feasibility of additional rail‑served industrial development on roughly 98 acres of city‑owned property in the Galesburg Business Park.
City Manager Hansen said the MOU is exploratory, carries no cost to the city and does not obligate the city to proceed with any future projects. He placed the MOU in the context of a larger DeLong project supported by a $25 million federal BUILD grant, saying the city is about two‑thirds of the way through grant administration and that grant funds would be available to construct the project in 2027 if federal signoffs are completed.
Hansen described remaining steps including historic preservation sign‑off, coordinated design and cooperation with the Illinois Department of Transportation; he estimated public comment and grant administration to continue into January with potential construction next year. The MOU will allow Burlington Junction to assist the city and KCAP in assessing rail‑served development opportunities and does not include consulting fees or obligations for the city.
Council members framed the item as a step to attract investment and jobs while keeping the city’s options open. The MOU passed by roll call vote 7‑0.
Staff said additional actions related to the DeLong project — including a pending development agreement and real estate actions — will be brought forward within the next 60 to 90 days for council consideration.
