Bullitt County board creates SHINE grant-funded coordinator to expand student mental-health billing

The Bullitt County Board of Education voted June 15 to create a district-level SHINE Kentucky grant coordinator position, funded in its initial year by an $81,000 Shine Kentucky award the district received May 1, 2026.
Board materials describe SHINE (Strengthening Health Integration in Education) as funding to help districts build sustainable systems for student mental-health services and reimbursable billing. The proposed coordinator is a 10-month (187-day) position, preferred master's-level credentials were listed, and job responsibilities center on managing the district’s expanded access billing process to move the district from no reimbursement toward full capacity.
Officials told the board the SHINE grant will fund the position for the 2026–27 school year and that the district will re-evaluate the position at the end of that year; staff said the goal is for anticipated reimbursement revenue to sustain the role after the grant period.
The board moved and unanimously approved the creation and job description. The coordinator will report to the director of safe and drug-free schools and the position’s salary and benefits figures were included in the meeting packet.
