River Ridge CDD adopts FY2024/2025 budget and certifies special assessments

The River Ridge Community Development District board adopted its fiscal year 2024/2025 budget and certified special assessments during a public hearing at its Aug. 27 meeting in Estero.
Cleo Adams, district manager, said the budget in the published agenda contained scrivener errors that were corrected before the vote. Adams opened the public hearing; no property owners spoke. On a motion by Supervisor Kurt Blumenthal, seconded by Supervisor Robert Twombly, the board adopted Resolution 2024-07, "Relating to the Annual Appropriations and Adopting the Budget(s) for the Fiscal Year Beginning October 1, 2024, and Ending September 30, 2025," as amended and authorized budget amendments.
District Counsel Tony Pires recommended opening a separate public hearing on Resolution 2024-08, which makes a determination of benefit and imposes special assessments for the fiscal year. No affected property owners spoke. The board directed a cleanup of the draft by deleting references to "Exhibit B" on Page 2 and throughout the document and then, on a motion by Blumenthal and seconded by Twombly, adopted Resolution 2024-08 as amended to certify the assessment roll.
Both measures passed "with all in favor," with Supervisors Mountford, Blumenthal and Twombly present in person and Chair Bob Schultz participating by telephone. The board did not record any opposing votes or abstentions.
Why it matters: Adoption of the budget sets the district's annual appropriations and authorizes staff to make budget amendments; certifying the assessment roll allows collection and enforcement of the special assessments that fund district operations and capital maintenance. The board also approved goals and performance measures required under recently enacted state law (HB7013), which will inform reporting tied to budget priorities.
