Resident raises Pinehurst drainage and retention‑pond flooding concerns; board directs engineer to inspect

Resident Shari Perkins told the River Ridge Community Development District board on July 23 that drainage problems persisted a week after a pipe was plugged and that "water has been overflowing in the triangle monument area." She relayed a concern from resident Fred Kronke that a retention pond between River 8 and River 9 "appears to be non‑functional" and that ponding was nearly 1 foot above the drain.

Members of the Board asked whether there was video of water bubbling from the drain; Ms. Perkins said she would provide photographs and video to CDD staff. A Board member said the District would direct the District Engineer to view the drainage firsthand.

District Engineer John Baker explained the original condition: water from one system was previously flowing into another through the pipe, and plugging the inlet stopped that flow but left the trapped water ‘‘akin to a very tiny pond in a pipe.’’ He said resolving the current condition will likely require additional study and emphasized the value of photographic or video evidence to help staff diagnose the problem.

Resident Ed Nowak asked where the outflow on the northern end of Pinehurst Greens Drive discharges. District Manager Chuck Adams said the pipes in question discharge into a ditch that ultimately runs to the Estero River and that the pipes cross houses, the street and the golf course on their route.

Separately, staff presented MRI Construction Estimate #C060‑24 (see agenda) for $10,692.88 to install a Type‑9 inlet top intended to keep debris from blocking the structure; the Board kept the item on the agenda for further consideration. Next steps: Ms. Perkins will provide video to staff, and the District Engineer will make a site inspection and report back to the Board.
