Administration and the project team told the board that a ballot debt‑exclusion question had passed but a town meeting appropriation vote did not occur earlier; the consultant advised that soliciting bids now would produce a firm price and allow construction to start in January. The consultant warned that delaying the bidding process to spring would likely increase costs because contractor pricing, OPM and design fees rise over time.
Select Board member Paul (S6) said the harbor buildings are deteriorating and argued for moving forward to get a price, while another board member (Jim Platt, S5) recommended waiting for a full financial picture at annual town meeting — including any overlapping funding requests — to avoid surprising voters. “We will be asking potentially for a Proposition 2½ override and other large items,” he said, urging a comprehensive funding plan.
After extended debate, the board voted 3–1 to place article 14 on the fall special town meeting warrant and then voted 3–1 to authorize administration to proceed with the bid schedule so a firm number could be returned for the town’s consideration. Board members noted the bid process and any subsequent construction contract would remain subject to appropriation by voters; contractors would be informed that awards are contingent on town meeting funding.
The board also directed staff to continue outreach on grant opportunities and to update the public where possible. The decision puts the town on a schedule that could produce contractor bids and a final construction amount in time for the fall special town meeting notice and potential vote.
