Superintendent reports 47-student decline and says Auditor General audit review will be scheduled

During the Aug. 20 meeting of the Red Rock Elementary School District No. 5 board, Superintendent Peter Dwyer reported a decline in student enrollment and outlined next steps on an audit review.
Dwyer told the board the district is "47 students less than we were when we finished the 2025 school year." He said kindergarten numbers are down and that he does not yet know all of the reasons for the decline. Dwyer suggested education savings account (ESA) tuition funds from the Arizona Department of Education may be a contributing factor to the drop in average daily membership (ADM).
On a separate procedural matter, Dwyer said information related to the Auditor General's audit is confidential and cannot be discussed in open session. Legal counsel has been contacted and a date will be set to review the Auditor General audit report with the board; the board will be contacted to set that meeting date and time.
Dwyer also relayed a letter regarding a former student who allegedly made verbal threats and harassed a teacher; the former student is now barred from campus and a report has been filed with the Marana Police Department. Dwyer said the student may be moving out of the area.
The board did not take formal action on enrollment or audit items in open session; Dwyer said he will meet with the Marana Unified School District superintendent on Friday to discuss community reports about open enrollment practices and other topics.
