Speakers listed housing, schools, medical services and shopping as top weaknesses. “Housing, schools, medical, and shopping,” a participant said, describing the basic needs the town lacks to support year‑round employees and families.
Council participants singled out inconsistent code enforcement as a major governance problem. A council member said the town has seen "a lack of consistent uniform enforcement across the board," and warned that uneven application of rules—particularly in mobile-home and RV parks—has led to safety encroachments and community pushback when enforcement starts.
Park safety emerged as a specific concern tied to both enforcement and infrastructure. Participants described RV slide-outs, awnings and unauthorized accessory buildings that reduce required clearances between units and can allow fires to spread between rigs. One council member said staff sometimes must respond to extreme heat incidents on nearby federal land and noted: "we have staff that has to go out there and pick up dead bodies because they expire during the heat," characterizing the public‑safety consequences of unmanaged camping and desert misuse.
Speakers discussed enforcement readiness and staff support. Several urged the council to explicitly back staff doing code enforcement, noting that effective enforcement will generate pushback and that staff need clear political support when they act. The moderator framed the choice as whether the council is prepared to tell staff: "Do it," when enforcement is required.
Why it matters: Without additional housing and consistent enforcement, Quartzsite may struggle to attract year‑round workers and retain businesses. The safety issues described in parks and on adjoining BLM land have immediate public‑safety implications, and council members said they will review draft code changes and enforcement policies next month.
No formal votes were held in the session; members directed staff to draft enforcement-related code adjustments and a communications plan for rollout.
