City of St. Charles asks St. Charles County for construction shares on nine TIP projects, highlighting First Capitol corridor upgrades

Nick G, assistant city engineer for the City of St. Charles, told the St. Charles County roadboard the city submitted nine Transportation Improvement Program applications requesting county contributions for right-of-way and construction phases.
The package includes a full roadway reconstruction from P Street to the Fairgrounds that would add a shared-use path and connect to an already-funded roundabout at Fairgrounds and Boons Lake. "This project will add a new shared use path," Nick G said, describing sidewalk and utility upgrades and new pavement for a corridor now in poor condition.
The city described a cluster of projects on the First Capitol corridor between Kings Highway and West Clay: a funded roundabout at Kings Highway, a TAP-funded shared-use path bridge and a new roundabout at Tomkins to improve traffic distribution and pedestrian safety near Flenderwood University. Nick G said the county has already contributed to design work and the city is asking the committee to contribute toward right-of-way and construction phases.
City staff said the Tomkins/First Capitol package brought substantial federal support. "We were able to bring in over six million dollars of federal funds to the project," Nick G said, and added the city asks the county to provide roughly 80% of the remaining local share on some construction items. The presentation noted a stakeholder contribution was expected to cover roughly half of one remaining construction amount (a figure discussed in the presentation but not fully itemized in the meeting record).
Nick G also presented a flood-mitigation reconstruction for Truman/Trimman Boulevard that would raise the roadway above base flood elevations, add a shared-use path and reduce repeated corridor closures that now force freight reroutes. The city said it received $1.5 million in federal community project funding toward construction and is asking the county for a high-percentage local match on remaining costs.
Among maintenance requests, the city proposed a set of asphalt and concrete repairs: a Duchin Drive mill-and-overlay ($750,000 estimated), a second asphalt phase ($400,000), Munders Ridge maintenance ($600,000) and an intersection concrete replacement at Hawthorne (about $300,000), with the city requesting typical county/city cost splits discussed in the presentation.
Board members asked technical questions, including one about the Tomkins roundabout median; Nick G confirmed the project will include a raised vertical concrete divider rather than a flat, traversable surface. The city finished by saying some construction-phase dollar figures would be finalized in follow-up communications.
The county staff will review St. Charles's applications alongside other municipal requests as part of TIP programming and the board did not take an immediate funding vote during the meeting.
