Special magistrate approves lien reduction for St. Cloud hearing in 2278 Jessica Lane case

Arceri told the hearing the case (no. 2025-635) arose from an unkempt pool. The order set a compliance date of Jan. 30, 2026; the property did not come into compliance until March 23, 2026. Arceri said the city had assessed $250 per day plus administrative costs of $346.78, producing accrued fines and costs of $13,096.78 before the negotiated reduction.
"After discussion between the city manager and the respondent, the parties have agreed to a reduction of that fine to $1,495.78, provided that it would be paid within 30 days of your order," Arceri told the magistrate.
The presiding special magistrate responded, "Okay. I find that that's a reasonable reduction and I will order it as requested. If not paid within 30 days ... it will revert to the original amount." The magistrate's order therefore approves the reduced settlement but preserves the original lien amount if the reduced payment is not timely made.
The hearing record does not show a vote tally or movers for the order; the reduction was presented by city staff and approved by the magistrate on the record. The clerk noted the next scheduled meeting for July 15, 2026, and the session was adjourned.
