Committee seeks detailed reconciliation after questions about remaining project funds

Staff described a detailed, time-consuming review of every invoice and encumbrance in the town’s MUNIS system, including identification and correction of duplicate entries, and said some amounts previously thought to be available were already encumbered by purchase orders (for items such as the Bibliotea book locker and remaining Downs work).
Staff agreed to prepare a consolidated export and to sit with committee members who want to review the MUNIS entries line-by-line. A staff member said some contingency funds (about $90–92k referenced in the meeting) remain tied to contract contingencies and that, if unspent, could be combined with the free balance; staff committed to clarifying whether those contingency amounts would be available for reallocation.
Committee members asked for a breakdown of administrative costs (attorney fees, RFP fees, bank charges) and for staff to identify any expenses that were charged to the project but should belong to other budgets. Staff said the invoices and encumbrances are in the MUNIS system and promised to provide a reconciled report.
