Town executes Mats Corporation contract for McMahon Library exterior renovation; kickoff planned

Town staff informed the Library Building Committee that the contract between the town and Mats Corporation for the McMahon Library exterior renovation has been executed and the project will move to kickoff and procurement steps.
Glenn told the committee, “The contract has been executed between the town and Mats Corporation for the exterior renovation at McMahon Library,” and said a kickoff meeting is expected next week. Staff proposed including Matt Childress and a DPW representative in the kickoff and recommended that finance designate a separate account for the $700,000 allocated in the town council resolution so accounting is not commingled with other project funds.
Glenn said the contractor expects to begin work mid to late July with substantial completion targeted for late September to mid-October and that the 145-day contract schedule should allow the library to remain open for most of the work. He warned that during parking-lot and drainage work there may be brief closures for safety and ADA access but staff will stage the work to minimize impact.
Committee members discussed additional components outside Mats’ scope including irrigation and an automated book locker; staff recommended contacting Bibliotea for an updated price on the book locker because the original purchase order is a year old and prices may have escalated. Members also discussed whether Downs Construction would administer the project; staff said a proposal from Downs was pending and procurement rules for hiring a project administrator will depend on the contract value.
Staff committed to scheduling the kickoff, to follow up with finance on account setup, and to circulate the contractor schedule and availability to committee members before construction begins.
