Medical Lake council approves fireworks code change, several service agreements and project amendments

The Medical Lake City Council took a series of formal actions during its June 16 meeting. Highlights below list motions, outcomes, and immediate next steps.
Ordinance 1148 (fireworks code amendment): Council voted to adopt Ordinance 1148, which amends city code to give the fire chief (or an emergency ordinance) authority to prohibit fireworks sales and use during hazardous conditions. The council suspended rules to treat the first and second reading as a single action and the ordinance passed with one councilmember opposed to suspending the rules.
Resolution 26-816 (commercial kitchen consultant): Council approved a service agreement with Aaron Bishop (doing business as The Cannery) to provide kitchen-management consulting and program development for the city's commercial kitchen initiative through year-end; council combined marketing and advertising into a $5,000 budget line and approved the resolution.
Resolution 26-818 (Control Freak amendment, PLC/SCADA wastewater): Council approved an amendment to the Control Freak service agreement for PLC/SCADA upgrades at the wastewater treatment plant; staff explained the additional scope remains under the project's original CIP budget. The motion passed with one opposed vote.
Resolution 26-819 (procurement assistance for UV disinfection upgrade): Council approved a not-to-exceed $40,000 procurement-assistance agreement with the engineering firm to support an ultraviolet disinfection upgrade at the wastewater treatment plant and noted funding will come from the wastewater restricted fund; council approved the resolution unanimously.
Consent and permits: The consent agenda (claims and payroll warrants) was adopted though one councilmember recorded an opposed vote on the claims approval. The council approved a public-display fireworks permit for the July 2 Independence Day event as presented.
Failed first reading: Ordinance 1147 (specialized housing updates required by state law) failed on a first-reading motion; council directed staff to seek additional legal guidance and scheduled the matter for reconsideration.
What's next: Staff will prepare the legal memo requested for Ordinance 1147 and return the item for council consideration. Budget adjustments will follow for wastewater capital work where amendments require a fiscal-year budget amendment.
Ending: Council members were given direction to follow up on public-safety communications (single point-of-contact list for emergencies) and staff will place the STA Proposition 1 endorsement resolution on a future agenda.
