Quartzsite hears midyear budget update showing 42% of revenue collected, $9.27 million in long-term debt

Assistant Town Manager Cannell told the Quartzsite Common Council on March 24 that the town had collected roughly 42% of its budgeted revenue and incurred about 24% of its budgeted expenses in the midyear period covering July 1–Dec. 31, 2025.
Cannell described the municipal fund structure and revenue sources used in Arizona — general fund, Highway User Revenue Fund (HURF), and enterprise funds for water and wastewater — and then reviewed specific midyear results. "Revenue performance, the town has collected 42% of budgeted revenue," Cannell said. He reported HURF receipts were close to 60% of budget, wastewater receipts about 41% and water receipts about 33% for the same period.
On long-term liabilities, Cannell listed the town’s debt obligations, including a 2022 excise tax revenue bond issued for $4,615,000 (final payment due July 1, 2033; interest rate cited as 2.38%) and multiple U.S. Department of Agriculture loans and Water Infrastructure loans tied to water and wastewater projects. The presentation listed a total outstanding long-term-debt balance of $9,270,466.
Councilors asked staff to clarify budget presentation line items after event budgets were discussed earlier in the meeting; Cannell and staff said some event revenue categories and sponsorships were not included in initial estimates presented to the event committee. Council members praised staff for expense control while noting revenue timing (state-shared receipts and other flows) can vary month to month.
No formal action was taken on the midyear report; staff said the presentation will inform ongoing monitoring and future budget reviews. The council moved on to later agenda items after questions and brief discussion.
