Wellton council adopts three zoning overlays, approves water grant applications and tentative FY2027 budget

The Wellton Town Council met May 5 and approved a package of land-use and finance measures, including three new zoning overlay districts, city-level grant and loan actions for water-system improvements, a license endorsement for a local RV park and the town’s tentative FY2027 budget.
In a public hearing held concurrently for three town-initiated development-code amendments, the council considered Ordinance No. O2026-163 (Los Angeles Avenue Zoning Overlay District, LAAZOD), O2026-164 (Commerce Way Zoning Overlay District, CWZOD) and O2026-165 (Williams Street Zoning Overlay District, WSZOD). A motion to table O2026-163 failed 2-3 after a motion by Council Member Davidson and second by Council Member McCollough. The council then adopted O2026-163 on a 3-2 vote (Vice Mayor Biggs, Council Member Sampson and Mayor Jones voting aye; Council Members Davidson and McCollough voting nay). The council adopted O2026-164 unanimously and O2026-165 on a 3-2 vote.
Council also approved Resolution R2026-755 to submit an application to the Arizona Department of Housing for FY2026 Community Development Block Grant (CDBG) regional funding to support a Water Systems Treatment Improvements project and adopted Resolution R2026-757 committing local funds as leverage for that application. To support project financing, the council adopted Resolution R2026-756 authorizing the form and execution of a loan agreement with the Water Infrastructure Finance Authority of Arizona (WIFA) and declaring an emergency to facilitate the transaction.
The council ratified submission of a grant application to the Ak-Chin Indian Community for a Regional Public Safety De-Escalation and Response Enhancement Initiative under Resolution R2026-758 and authorized acceptance of any resulting award.
On licensing matters, the council held a public hearing and endorsed a Class A bingo license application for Tier Drop RV Park to the Arizona Department of Revenue; Council Member McCollough recused from that vote and the endorsement carried 4-0 with one recusal. The council also recommended approval of a Special Event Liquor License to the Arizona Department of Liquor Licenses and Controls for the town’s July 4 event; that recommendation passed 5-0.
Finance Director Dennis Osuch presented the FY2027 proposed (tentative) budget. The council moved to approve the tentative FY2027 budget; the motion passed unanimously.
The FY2025 audit report was presented to the council during the meeting; no action was taken on the audit. The meeting concluded with the town manager’s informational report and adjournment at 8:26 PM.
