Wellton staff outline infrastructure and community projects; officer-involved shooting under investigation

Town Manager Richard Marsh and staff provided the Town Council with a broad administration report on Feb. 3 covering economic-development work, infrastructure planning, equipment financing requests and community programming.
Marsh said the town is participating in regional coordination on Opportunity Zone 2.0 and will join a regional discussion to review preliminary mapping on Feb. 12. He described an ARIZONA@WORK beautification partnership that could provide participants to help with parks and corridor projects while ARIZONA@WORK covers wages and workers’ compensation, reducing the town’s wage costs. Marsh also reported ongoing work with STANTEC to evaluate the water system and address persistent TTHM challenges.
Staff have submitted a $512,120 Project Finance application to the Water Infrastructure Finance Authority (WIFA) for clarifier rehabilitation and technical assistance; Marsh said staff expect a response by April. Separately, the town has applied for a Greater Arizona Development Authority (GADA) loan of $876,329 to finance equipment including a trash truck and street sweeper; that application is under review. Both finance requests are pending external approvals and no council vote was required at the Feb. 3 meeting.
Council discussed a proposed community dog park sited near the town’s water plant to use existing irrigation and adjacent dog kennels to strengthen grant eligibility. Marsh and staff noted safety and aesthetics concerns for alternative sites and that estimated construction and maintenance costs shared by proponents exceeded the town’s capacity; requestors indicated they would pursue private locations. Marsh said the town has provided organizational assistance over prior years to the group seeking the park and would consider limited start-up support similar to past assistance.
Marsh also notified the council that an investigation into an officer-involved shooting on Dome Street is underway and that staff will await the Police Chief’s report and legal review before releasing further information to avoid interfering with investigative processes.
The update closed with a timeline for the 2026 budget process and staff reminders about upcoming community events.
