Council reviews 2020 general plan implementation and asks staff to reprioritize actions

Joe Moss and Brian Preece reviewed progress on the South Jordan general plan, adopted in February 2020, and laid out options for next steps: continue implementing the listed actions, selectively reevaluate and update implementation priorities, or undertake a broader update to plan goals and strategies.

Moss said the plan’s implementation chapter contains about 24 action items and described which items are largely complete (streetscape plan, parks master plan, ADU language) and which remain incomplete (infill design standards, density-bonus program for moderate-income housing, commercial review process). He told councilors the department could present prioritized recommendations and suggested modest edits to categories in the future land use map to reduce confusion between terms like “stable neighborhood” and “residential development opportunity.”

Councilmembers asked staff to return with a prioritized list and supporting recommendations so they could consider which mid-term items to accelerate versus those that could await a later comprehensive rewrite. Some councilors asked for links and background materials to review the original plan and implementation matrix before making firm choices.

Staff said they will prepare prioritized recommendations and small-code changes where appropriate; council did not direct a full rewrite at this meeting but asked that staff propose clear next actions and timing.
