Audubon County board adopts FY25 appropriations, OKs interfund transfers and economic development allocation

The Audubon County Board of Supervisors voted unanimously July 2 to adopt its fiscal year 2025 appropriations and approve several related fiscal actions, including interfund transfers to support roadwork and an allocation for economic development.
The board approved Resolution 2024-32, which lists departmental appropriation amounts effective July 1, 2024. Notable line items in the resolution include $8,096,763 for the Engineer’s office, $3,294,792 classified as Non-Departmental, $1,662,098 for the Sheriff, and $524,790 for the Auditor. Chairperson Heath Hansen signed the resolution after the board’s unanimous vote.
Supervisors also approved Resolution 2024-35 authorizing interfund operating transfers for FY25. The resolution allows transfers of up to $1,375,800 from the Rural Services Basic Fund to the Secondary Roads fund as needed, and up to $878,070 from Capital Projects to Secondary Roads for TIF projects. The Auditor was directed to record the transfers and notify the Treasurer.
The board voted to allocate $30,447 to the Audubon County Economic Development Corporation for FY25 under Resolution 2024-36. The resolution requires the county economic development corporation to account for those funds upon request.
In addition, the board affirmed routine payroll deduction arrangements for FY25 under Resolution 2024-34, covering state and federal taxes, IPERS, FICA and a list of group insurance and voluntary benefit vendors; the resolution passed unanimously.
Why it matters: the appropriations and transfer authorizations establish spending limits and internal fund movement authority for county operations and capital projects for the coming fiscal year. The Engineer and Secondary Roads funding lines and the interfund transfer authority were highlighted as essential to maintaining and completing resurfacing and bridge projects already underway.
What’s next: the Auditor will establish separate accounts for each appropriation, report monthly status to departments and implement any approved transfers as projects require.
