The North Lebanon Township Board of Supervisors unanimously adopted Ordinance 2-2026 on May 18, 2026, granting a nonexclusive cable franchise to Verizon Pennsylvania, LLC following a public hearing and public comment.
Solicitor Amy B. Leonard opened the hearing and described the proposed ordinance as a franchise agreement consistent with Title VI of the Communications Act and applicable federal, state and local laws. Two residents, Eric Paul and Karen Wolfe, told the Board they supported giving residents another provider in hopes competition will lower cable rates.
Supervisor Arden Snook moved to approve the ordinance; Chairman Gary Heisey seconded and the motion passed unanimously. The public hearing closed at 7:05 p.m.
Manager Lori Books confirmed the Township completed required administrative steps for consideration. The ordinance grants Verizon a nonexclusive franchise to operate within Township rights-of-way and notes Verizon has installed fiber for non-cable services; the agreement’s regulatory and compliance obligations were presented by the solicitor.
The Board’s adoption completes local approval; the ordinance text and any franchise documents remain subject to the terms described during the hearing and any applicable state or federal filing requirements.
