DOT speed study recommends targeted enforcement, signage fixes and school‑time speed zone in Archer Lodge

North Carolina Department of Transportation staff presented a multi‑road speed study at Archer Lodge’s June 15 work session and urged a mix of signage repairs, selective regulatory changes and stepped‑up enforcement rather than sweeping townwide reductions.
DOT consultant Jason Grantham reviewed seven corridor segments in town—Buffalo Road, Windendell Road (near the middle school), Covered Bridge Road, South Murphrey Road, Castleberry Road and Loop Road—and summarized findings from 85th‑percentile speed counts, road geometry and recent improvements. "The 85th percentile of speed was 54 mph in a posted 45 zone," Grantham said, citing Buffalo Road data that led DOT to recommend no immediate regulatory change there but to address sight‑line and sign visibility issues.
For roads abutting schools, DOT recommended time‑limited school speed zones: on Windendell Road staff proposed a 45 mph school‑time posting to apply during drop‑off and pick‑up periods, to be implemented in coordination with school administrators. At Castleberry Road, speeds measured near the town park supported a 35‑mph town stretch with 45 mph beyond the municipal limits, and DOT staff flagged the need for pedestrian connectivity and a safer crosswalk location near a blind curve.
DOT also documented missing or obscured town‑limit signs on several approaches and advised the town to repair or reinstall those signs so motorists can rely on the "unless posted otherwise" in‑town default. Grantham and staff emphasized that driver‑feedback (radar) signs and pavement marking upgrades (6‑inch markings in place of 4‑inch) are proven speed‑management tools and that any new driver‑feedback installations on state right‑of‑way will require an encroachment agreement.
Council members asked about enforcement options; DOT suggested partnering with the Johnston County Sheriff’s Office or state highway patrol to address locations where posted limits are not being observed. Grantham recommended holding off on revising Covered Bridge Road speeds until the DOT construction project there is further along, since the signal timing and geometry changes will affect appropriate posted limits.
The study’s recommendations will feed into municipal ordinance drafting and follow‑up work with the town on sign repairs, possible driver‑feedback locations and potential pedestrian improvements at the town park.
