The motion to approve the moratorium appeal was moved by Vice Mayor McNelly and seconded by Councilmember Campbell and passed unanimously.
Council did not take additional land-use action at the May 28 meeting; the approval grants the applicant permission to pursue the formal CUP application and begin the public-notice and technical-review steps. Planning staff were directed to accept and process any forthcoming CUP materials and to notify neighboring property owners as required by city procedures.
