North Royalton — The City Council on June 2 unanimously approved an emergency ordinance authorizing the mayor to sign an engagement letter with Mansour Gavin LPA and confirming James A. Budzik as Assistant Law Director/Special Legal Counsel.
Mayor Paul F. Marnecheck said Budzik has provided legal service to the city for about 25 years and that the administration plans to rely on him in ongoing union negotiations. "I plan to rely on Mr. Budzik heavily throughout that process," Marnecheck said during his report.
Council President Mary Gorjanc moved to suspend the usual three-reading rule for Ordinance 26-103; the motion was seconded by Councilman Gary Petrusky and passed on a 7-0 roll-call vote. Council then adopted the ordinance by the same unanimous tally.
The ordinance was introduced by the mayor; the text passed in the meeting declared an emergency so the engagement and appointment take effect immediately as entered in the ordinance. Interim Law Director Todd Schrader thanked council for considering Budzik's appointment during the meeting.
The meeting record does not include details of Budzik's compensation package or a public statement from Mansour Gavin LPA. The council vote was recorded as seven yeas, zero nays.
The council adjourned at 7:34 p.m.
