Wells Branch MUD awards contracts totaling about $1.55 million for valve and lift station work, approves engineering scope amendments

The Wells Branch Municipal Utility District Board on Nov. 18 unanimously approved multiple engineering contract changes and construction awards to address valve repairs and a lift-station rehabilitation.
Engineer Jason Baze asked the Board to approve two amendments to the District’s existing limited professional services agreements with Consor North America to cover additional subconsultant engagement, solicitation of proposals and extra coordination with the City of Austin (a $17,000 amendment for the Shoreline Recreation Center water-quality pond project) and additional design and construction administration services for the Valve Repair and Replacement Project (a $15,000 amendment). The Board voted to approve both amendments.
Baze then presented procurement results for two construction projects. For a valve repair/replacement package in high-traffic areas, two bids were received: Cedar Hills Construction, LLC submitted the low bid at $286,936 and C.C. Carlton Industries, Ltd. submitted a bid of $1,541,000. Baze told the Board the low bid was within $20,000 of the originally solicited proposals and that Cedar Hills’ references checked out; the Board awarded the contract to Cedar Hills Construction, LLC by unanimous vote.
For the McGinnis/Howard Lane Lift Station Rehabilitation Project, Cedar Hills Construction submitted the low bid at $1,262,700 and Prota, Inc. submitted $1,392,717. Baze described the bids as "very balanced," reminded the Board that the project’s original purpose included adding backup power and that the lift station required rehabilitation; the Board awarded that contract to Cedar Hills Construction, LLC unanimously.
All motions to approve the scope amendments and to award the two construction contracts were seconded and passed without dissent. No additional financing changes were recorded in the meeting minutes.
The District’s actions move forward two capital projects intended to improve reliability of water infrastructure and stormwater management; recommendations and vetting were presented by the District’s consulting engineer and staff.
The Board is scheduled to review additional bids for the Mills Pond Regulatory Improvements Project at its December meeting.
