Castroville board reviews preliminary 2026–27 budgets and recommends $342,000 for NCRPD projects

The Castroville Community Services District board reviewed preliminary 2026–27 operating budgets and five-year capital improvement projects for the district’s water, sewer and governmental funds and heard a funding request from the North County Recreation and Park District (NCRPD). General Manager James Derbin summarized the packet and the Budget & Personnel Committee (President Ron Stefani and Director Cosme Padilla) reported prior review and recommendations.
NCRPD requested the following for fiscal year 2026–27: $142,000 for extended recreation services, $200,000 for a gymnasium heating system, and $100,000 for Rec Center lighting upgrades. The Budget & Personnel Committee recommended transferring $242,000 of ad valorem property tax from Zone 1 Sewer to the Zone 1 Governmental Fund to fund NCRPD items, reflecting $142,000 for extended services and reserving $100,000 for gym heating (the packet notes a previously allocated $100,000 for gym heating in 2025–26 was not used and remains available). The committee’s recommendation equates to total recommended funding of $342,000 for NCRPD in 2026–27.
Board members discussed continuing PERS Platinum for employee health coverage and reviewed CIP priorities. The board scheduled final budget adoption for its June 16, 2026 meeting.
