The Castroville Community Services District board on May 19 authorized General Manager James Derbin to pay West Valley Construction $33,840.49 for an emergency water-main replacement at the intersection of Merritt and Poole Streets. Derbin told the board that on March 24 Caltrans detected water in the road subbase while working at the intersection and district staff confirmed an immediate water-main replacement was necessary.
Director Cosme Padilla moved to authorize the payment, and Director Glenn Oania seconded; the motion carried unanimously among the three directors present (Oania, Padilla and President Ron Stefani). Derbin said West Valley was the only firm available at the time to respond to the emergency and completed the work safely and proficiently, which the board accepted as sole-source justification.
The authorization covers the replacement work and the board’s roll-call vote recorded the absence of Vice President Greg MacMillan and Director James Cochran. The board did not provide additional contracting details in the meeting packet beyond the firm name, the dollar amount, and the staff account of Caltrans’ discovery that prompted the emergency repair.
The district’s operations and finance reports were accepted later in the meeting; there was no separate follow-up vote or amendment to this payment authorization recorded at the meeting.
