Bennet Council approves water-rate ordinance, board-of-adjustment changes and multiple infrastructure and financial actions

At its Nov. 10 meeting the Bennet City Council approved final reading of an ordinance changing water-usage rates, adopted Board of Adjustment by-laws and approved several infrastructure repairs and investment transfers, while tabling a regional hazard-mitigation plan.
The Bennet City Council on Nov. 10 approved final reading of Ordinance 2025-8.1 amending water usage rates and adopted by-laws allowing the council to serve as the city’s Board of Adjustment.
The council voted to approve RESOLUTION 2025-11.5 removing current members of the Board of Adjustment to reflect municipal code changes, then approved the Board of Adjustment by-laws that will govern the council when acting in that role. Mayor Ryan Cheney presented both items; Dan Zieg moved and Jesse Schmidt seconded the resolution, and the measures passed on roll call.
Council members also approved engineering work and drainage repairs recommended by city staff. City Engineer Brian Schuele presented a Pavers proposal for an area inlet at Van Buren and Garden; the council approved that proposal. The council also approved a ditch-cleaning project on the north side of Cottonwood at Cochrane Corner not to exceed $13,000 with mayoral approval, a motion made by Pete Simmons and seconded by Jesse Schmidt.
On financial matters, Council approved two transfers presented by Jesse Schmidt: moving funds from Union Bank & Trust to the Nebraska Public Agency Investment Trust (NPAIT) and a scheduled placement of $248,387.50 into SLGS bonds. The meeting transcript recorded the first transfer as “1.1ML”; council discussion and subsequent minutes language indicate the intent was to transfer approximately $1.1 million to NPAIT.
The council approved a proposal to allow permanent lighting at the Bennet City Park shelter, gazebo and storage shed provided the Bennet Community Fund raises the required funds; the council approved a donation from Park Funds of up to $1,000 for installation with the mayor’s approval. Kristi Sittner made the request and the motion passed on roll call.
Council business also included a motion to enter a closed session to discuss pending litigation at 9:35 p.m.; the council returned to open session at 9:47 p.m. and adjourned at 9:49 p.m.
Items removed from the consent agenda for separate discussion included adoption of the Lower Platte South NRD Hazard Mitigation Plan and authorization of Catlett Surveying for the Quincy Street right-of-way project; the hazard-mitigation plan was tabled until December, and the Quincy Street project remains pending additional property-owner contact.
