Board approves first reading of new class-size guidelines, with recommended maximums and support triggers

The Burlington Community School District board on June 15 approved the first reading of updated class-size and related policies that set recommended maximums and describe administrative responses when those thresholds are reached.

Policy committee members said the updates align recommended maximums with district capacity while retaining higher statutory maximums for rare circumstances. The committee explained that hitting the recommended maximum will prompt administrators to provide supports—such as assigning a full-time associate to a classroom—rather than immediately reassigning students. Committee members said the district reserves the right on rare occasions to temporarily exceed the maximum to avoid busing a primary child across town, but that such exceptions will be handled administratively.

The policy discussion included specific changes to recommended maximums: kindergarten’s recommended maximum is now 21 (previous maximum 24); first and second grade recommended maximums are 22 (previous max 24); third and fourth grades’ recommended maximums are 22 (previous max 26); and fifth and sixth grades’ recommended maximums are 24 (previous max 28). Policy committee members said administration will trigger a notification and review when a recommended maximum is reached.

Board members thanked the policy committee for the work and agreed to revisit the policy’s operation after implementation. The motion to approve the first reading of BP 606.01 (class size and grouping) and BP 607.03 (service animals on district premises) was moved and approved by voice vote.
