Plan Commission backs PUD amendment for Crew Carwash but delays plat and design review pending layout and noise fixes

The Plainfield Plan Commission on Jan. 5 recommended approval of a PUD amendment that would allow Crew Carwash to expand onto a parcel at Ventura Boulevard and West Main Street, but it delayed action on the associated primary plat and final development plan to give the applicant time to address neighbors’ concerns about noise, drainage and site layout.
What the commission approved: Commissioners voted unanimously to forward a favorable recommendation for PUD‑25‑061, an amendment to the Hines Property (Legacy Farms) PUD to add land, modify setbacks and give the commission discretion on signage. That recommendation does not by itself authorize construction; the applicant’s plat (PP‑25‑061) and architectural/site review (FDP‑25‑061) were continued for up to 60 days so the applicant can return with an alternative layout that minimizes direct dryer and vacuum exposure to adjacent homes.
Neighbors’ concerns: Residents from the adjacent Legacy Farms neighborhood said the proposed carwash exit would be very close to homes — staff measured the existing Plainfield Crew exit at roughly 940 feet to a neighborhood entrance but highlighted the proposed site would place an exit less than 300 feet from the closest residence — and warned of runoff that can freeze on U.S. 40, increased congestion on Ventura Boulevard (a school‑bus route), and persistent dryer/vacuum noise. A Legacy Farms HOA board member asked that the carwash building run parallel to Main Street rather than perpendicular to better shield neighboring yards.
Applicant commitments: Crew representatives offered several possible mitigations: installing noise‑attenuating garage doors at the wash exit, planting mature trees and coordinating fence placement with the HOA to strengthen the berm buffer, using sound panels near blowers in the dryer room, and designing heated exit concrete with local drains to limit ice on adjacent streets. The company also described its vehicle‑driven operational controls and staff checklists to deal with water on adjacent roadways.
Why the commission continued the plat and design review: Commissioners expressed a shared preference for a parallel layout and wanted staff to see an alternate site plan before permitting. By continuing the plat and FDP for up to 60 days, the commission gave the applicant time to provide a revised layout and more concrete mitigation commitments before the final votes.
What’s next: The PUD amendment recommendation will proceed to the Town Council for final action; the applicant will work with staff and the HOA to return to the commission with the revised plat and design details within the 60‑day window. The continuance preserves public notice already provided, so the town does not require a re‑notice if the applicant returns within that time frame.
