Brownfield consultant materials and the applicant (GLC Multibc LLC) estimate a total capital investment of roughly $48.9 million. The plan includes 48 income‑restricted units (20% of the total) anticipated to remain affordable for 20 years and construction anticipated to begin in fall 2026 with a two‑year buildout period.
John Hughes of Battle Creek Unlimited noted that the city’s housing shortage identified in prior planning remains and that the new development helps address that gap; staff said this brownfield designation is allowed under recent Michigan legislation that makes housing eligible for brownfield‑type incentives. Commissioners asked for updated housing‑demand numbers associated with Blue Oval growth and staff agreed to follow up with updated projections.
The resolution passed by the commission authorizes the brownfield plan to move forward to implementation steps outlined in the plan. Commissioners and staff emphasized that the project is intended to add units in a market with a long‑standing housing shortage and that state housing‑eligible brownfield tools were used to structure the incentives.
