Lebanon drops routine vendor signature requirement for most payments

Lebanon Township’s governing body adopted Resolution No. 181-2025 on Nov. 5 to clarify claimant (vendor) certification procedures required before payment. Township Clerk Carolynn Budd explained that, under N.J.S.A. 40A:5-16 and implementing rules at N.J.A.C. 5:30-9A.6, the township will no longer require a claimant’s signature in most circumstances.
Budd told the committee the exceptions to the relaxed requirement are (1) reimbursement or advance of employee expenses and (2) services provided exclusively by an individual sole proprietor. Mayor Brian Wunder moved to adopt the resolution; the motion carried unanimously.
The resolution also reaffirms an internal control requirement that an officer or designated employee certify receipt of goods or services prior to payment per N.J.S.A. 40A:5-16(b). The committee directed the clerk to provide the adopted resolution to the CFO and township auditor for implementation and recordkeeping.
