Lebanon awards Teetertown Road resurfacing and safety contracts using NJDOT grant

The Lebanon Township Committee voted Nov. 5 to proceed with resurfacing and safety upgrades on Teetertown Road, awarding a $133,803.60 contract to Tilcon New York, Inc. and separate contracts for guiderails and striping. The panel said the work will be paid from a $162,000 2025 New Jersey Department of Transportation Local Aid Grant and procured through the Morris County Cooperative Pricing Council.
Tom McKee moved to adopt the resurfacing award and Jay Wojcik seconded. The motion carried with aye votes from Abe Abuchowski, Beverly Koehler, Jay Wojcik, Tom McKee and Mayor Brian Wunder.
The committee authorized Road Safety Systems, LLC to install beam guiderails and safety ends for $9,230.00 and awarded traffic striping to Dan Swayze & Son, Inc. for $3,123.75, both financed from the same NJDOT Local Aid Grant and procured under the MCCPC cooperative purchasing contracts. The committee described the unit-price approach as a way to apply the grant funds to discrete construction items necessary to complete the resurfacing project.
Township officials said the awards use existing cooperative contracts that permit member municipalities to purchase without separate bids under N.J.S.A. 40A:11-11. The committee instructed the CFO and relevant department staff to provide copies of the resolutions to the department of public works supervisor, township engineer and NJDOT as required.
The contracts were presented as budgeted capital improvements funded by the NJDOT award; no implementation timeline beyond standard vendor scheduling was specified at the meeting. The committee adopted the motions unanimously and recorded the awards in the meeting minutes.
